Minutes of the Annual Parish Council Meeting held in
The Village Hall, Wixford on Tuesday the 5th of May, 2009 commencing at 8.00 p.m.
Present: Councillor Jack Fryer (in the Chair)
Councillors Angela Ballard, Colin Hales and Jon Haworth
Clerk: Karen Parnell
In attendance: District Councillors Kim James and Daren Pemberton
County Councillor Peter Barnes
Plus three members of the public

Apologies: None

1. To Elect a Chairman for the ensuing Municipal Year.
Cllr Jack Fryer was elected as Chairman for the ensuing Municipal Year, and signed the Declaration of Acceptance of Office.
Proposed: Cllr Hales Seconded: Cllr Ballard.


2. To Elect a Vice-Chairman for the ensuing Municipal Year.
Cllr Colin Hales was elected Vice-Chairman for the ensuing Municipal Year, and signed the Declaration of Acceptance of Office.
Proposed: Cllr Haworth Seconded: Cllr Ballard

3. Disclosure of Interests. Councillors are asked to declare personal interests in any items on the agenda. Councillors are reminded that the Code of Conduct that takes effect from 8th May 2007 provides that should they have a prejudicial interest in any matter under discussion they should withdraw from the room and not seek to influence a decision about the matter.

There were no disclosures of interests.


4. To appoint a Parish Council Representative to the Village Hall Charity for the
ensuing Municipal Year.

Cllr Angela Ballard was elected as our Representative for the ensuing Municipal Year.
Proposed: Cllr Fryer Seconded: Cllr Hales.


5. To appoint a Representative to the Wilcox and Allen Charity for the ensuing
Municipal year.

Cllr Jon Haworth was elected to continue as our Representative for the ensuing Municipal
Year.
Proposed: Cllr Ballard Seconded: Cllr Fryer.

Questions were again asked about how best to allocate these monies.


6. Minutes of the Parish Council Meeting held on 3rd March 2009 were agreed by the Council to be an accurate record of the meeting, and were duly signed off by the Chairman as such.


7. Matters arising therefrom.
Flood defence: Mr Turner of Icknield House has provided a receipt as requested, so Karen
has forwarded his £ 200 cheque.

Minerals strategy: The council has met and decided its views regarding the consultation.
These have been submitted to WCC and John Maples MP, but as the consultation period has
not closed the future looks uncertain. It is likely the railway will be preserved, but the
boundaries may well change .


8. Comments from the public relating to items on this Agenda.
Concerns were expressed about the traffic implications in relation to a planning application
for a grain drier in Exhall.

A representative from the village hall committee outlined their plans for the future. A new
building was considered, but doing something internally is more likely. Timber cladding is a
consideration as is relocation of the toilets. Costs are yet unknown. WRCC are advising the
committee via Mavis Wilkins. Quizzes, film nights and a barbeque are all possibilities to
raise money and bring the community together. Events will be publicised in the newsletter,
as will national carers week (8/14 June). A map of village residents was also considered. The
village hall representative (Cllr Ballard) will work alongside the committee.

10. Finance:

The internal audit was completed by Kenneth Dunn on the 17th of April 2009.

To complete the Annual Financial Return for the year ending 31st March, 2009:-
a) Chairman to sign The Statement of Accounts;
This was done and the RFO countersigned.

b) Councillors to complete the Statement of Assurance;
This was universally agreed by the Council.

c) Chairman to sign the Bank Reconciliation as at 31st March, 2009.
Done by both Chairman and RFO with the consent of the Council.

13. Councillors reports.
Had been covered during the preceding parish assembly.

14. Questions from the public.
Lorries exceeding the weight limit (7.5 T) on Wixford bridge caused concern. Karen will raise this with the police.
