Minutes of the Annual Parish Assembly of Wixford Parish Council
Held on the 3rd of April 2007 at 7.30 pm in Wixford Village Hall

1) Minutes of the Annual Parish Assembly on 20th June 2006
Were duly signed off by the Chairman on 11th July 2006.

2) Matters arising therefrom
There were no matters arising, as all relevant information was contained within the Chairman?s report, previously circulated to Councillors.

3) Chairman's report on the work of the Parish Council during the last twelve months
The Chairman read out the report, which contained a summery of the accounts and a detailed report on many of the Council's activities, from Planning to the re-surfacing of the A46, and a copy will now be sent to all households in Wixford via the newsletter.

4) Statement of Accounts of the Wilcox and Allen Charity
Mrs Kember as trustee provided a statement of accounts, which was signed off by herself and Cllr Colin Hales.

5) Statement of Accounts of the Village Hall Committee
No representative from the Village Hall Committee was present, despite them being asked for a statement of accounts - The Clerk will write to David Court, the treasurer, asking for this information.
Cllrs Hales and Smith reported they had attended to VHC AGM and their finances were healthy.

6) Statement of Accounts of the Parish Council
Karen has produced the end of year accounts, which she summarised, a copy was sent to all Councillors with the agenda and a condensed version appears in the Chairman's report and will be published in the newsletter.

7) District Councillor's Report
Cllr Brian Slaughter explained the District Council was currently undergoing a CPA review, and whilst branded weak previously, should do much better this time as working relationships were much improved.
The District Council had made it to the final ten in the national Digital Challenge competition.
Brian met with John Maples MP and representatives from Wixford, Salford Priors and Broom to discuss the re-surfacing of the A46, the press were involved and Karen has written to the Highways Authority.
Cllrs Slaughter and James will be involved in the planning application for the new theatre. He also pointed out District Cllrs have to put in a number of hours training before they can speak on planning matters.
Brian is leading a scrutiny group concerning printing, which will reduce costs to SDC and should provide savings to parishes.

8) County Councillor's Report
Cllr Peter Barnes spoke of the reform within the ambulance service and of the hospital reorganisation, stating that the fury over proposed changes to the George Elliot should make Warwick hospital more likely to be safe.
Cllr Barnes spoke of the review concerning the fire service in Warwickshire, vowing to fight on!
Cllr Barnes pointed out that County Cllrs also have to train for a set period before being able to involve themselves in planning.
The community charge has increased (4.9%) but new legislation means schools are now looked after by the government instead of the County Council.
Cllr Barnes said the park and ride scheme was losing money, and various options are being considered, including closing it in the Winter. He also said the signage to it was a key problem, which will be addressed.
Cllr Barnes confirmed the Church Lane resurfacing had now been budgeted for, and should go ahead in the summer. Finally he spoke of supporting a greener Warwickshire, and issued information on the composting bins and the woodchipping service (We will promote these in the newsletter).
