Present: Councillors Dean Morris (in the Chair), Jon Haworth, Colin Hales, Andrew Reekes & Jack Fryer. Clerk: Simone Bush. SDC Cllr Sue Adams. WCC Cllr Mark Cargill.

In attendance: 3 members of the public.

  1. Reports from District & County Council representatives:

WCC Cllr Mark Cargill introduced himself to PC Members & reported crime over the last 12 months has increased by 24%.  The Police Commissioner has requested all crime is reported & the reporting structure has been increased.  SOA has the lowest crime rate in the County.  Rural areas have less funding than urban areas.

PC to register for SNT updates: Cllr Sue Adams to send the link to the Clerk.

He has attended a recent briefing on Gypsy/Travellers & a temporary transit site is provided in Southam for Travellers as WCC  do have obligation to accommodate regular / local travellers.

Fire & Rescue: do a fantastic job on a budget of £18.5million pa & services offered have been broadened such as rescue services for equine and also a specialist boat team for flooding.  The Chief Fire Officer will address an open session at Alcester Town Council on 5th September at 6pm.

On 17th July the WCC Grant scheme opens, PCs projects must meet the criteria to apply.

Cllr Sue Adams reported PC would receive consultation on new SDC Code of Conduct.

Dog Warden has put a kit together for PCs to run a 6 week campaign for dog fouling,  Cllr Adams will forward information to the Clerk.  Wixford have no dog emptying bins, they can be purchased for £340 installed, £105.74 per annum per bin to be emptied.  Installation takes 12 weeks.

SW Foundation Trust – building due to be handed over this week and treatments will commence at the building this month.  £1.2million has been raised and there is space to expand. 

  1. Comments from the Public: new signage has been well received.

Noticeboard:- request to display parish council meeting dates – Clerk to send dates for noticeboard and for the newsletter.  It was also reported there is only one repeater signs on the entrance to the new limit but not one opposite  –  Cllr Morris will liaise with Carolyn Burrows from County Highways to discuss & clarify.  Also discussed possibility of verges being cut more frequently from the new signage towards the village if possible to visually point out the entrance to the village.

A copy of the Parish boundaries was requested, this can be downloaded from SDC website but Cllr Haworth and Fryer have copies & will circulate.

Eniston Lane is getting worse and worse.  Tarmac edges are dangerous – PC to check with Cllr Cargill.

Traffic barrier works are still not complete – Clerk to chase. 

  1. Minutes of the Parish Council Meeting held 25th April 2017: approved as a true and

accurate record. 

  1. Matters arising:

PCSO Becky  Morris report on parking rules discussed, PC will monitor.

WCC Highways works: resolved.

Village Noticeboard: refurbishment completed, brass lettering will be installed asap.

Village Gateway sign – consider funding correspondence WCC: Clerk confirmed the initial deposit payment is included in the fee quoted and will be deducted from the final bill. Resolved: required deposit £440 for new gateway sign to be paid.

Village website: new website design is underway.

Bridge signage – a new sign has now been installed. 

  1. Severn Trent / human waste disposal: Cllr Haworth initially reported this issue

following concerns of this area being used to dispose & that there has been testing of the land.  WCC Cllr Cargill had been to visit the area and confirms that the excrement has gone through a process which is then stored and ready for dumping. Farmers pay for it and must have a licence and it can only be received once every two years.  The mounds are then ploughed in with the crops.  SDC Enforcement have looked into it in detail and there are no illegal actions unless it is next to a watercourse.  Cllr Cargill will ascertain the contact at County for liaison with and to clarify how licences are applied for and granted & which Farms in the area have a licence.

Minutes of Annual Parish Meeting of Wixford Parish Council

Tuesday 25th April 2017 at 7.00pm

MINUTE: 314

Present: Councillor Jon Haworth (in the Chair), Councillors Dean Morris, Colin Hales, and Jack Fryer, Clerk: Simone Bush. PCSO Becky Morris attended the meeting.

In attendance: 5 members of the public.

Apologies: Cllr Andrew Reekes.

1.   Minutes of the Annual Parish Assembly held in May 2016

Proposed and seconded – agreed an accurate record.

2.   Matters arising therefrom. No issues arising. Speeding is an ongoing issue & timings of the visiting speed van is not monitoring at the worst times – PCSO Becky Morris will refer this back to the team. Cllr Morris reported a variable camera system at Hockley Heath – PCSO Morris said she wasn’t aware there were any in use in Warwickshire but she would make enquiries about the scheme and in general request more local checks.

Relocation of the defibrilator: last year we had agreement to move it but this has not been actionned, this will be completed as soon as possible.

The 30mph signs at the village entrances are being moved, Cllr Brain will continue to chase if he is relocated even though Wixford does not fall in his boundary.

3.   Chairman’s report on the work of the Parish Council during the last twelve months. Appendix 1.

4.   To receive the Statement of Accounts of the Wilcox and Allen Charity.

Balance stands at £777.77, no interest has been accrued. Cllrs Haworth & Hales are in the process of closing the accounts and remaining funds will be allocated towards heating the Village Hall. 

5.   To receive the Statement of Accounts of the Village Hall Committee.

6.   To receive the Statement of Accounts of the Parish Council for the last twelve months.

7.   To receive the District Councillors’ Report upon the work of the District Council during the year 2016/17.

Cllr Adams submitted her report to the meeting.  Report attached at Appendix 2.

8.   To receive the County Councillor’s Report upon the work of the County Council during the year 2015/2016.

Cllr Brain informed this is his last meeting at Wixford, he thanked the Parish Council for their support & he will continue to monitor ongoing projects if he is re-elected even though Wixford will no longer be within his boundary.  PC wished Cllr Brain luck for the future and thanked him for his commitment and help. 

9.   Any other business.

Parking:- PCSO Becky Morris was invited to the meeting to discuss parking issues.  The Chairman explained the issues locally with parking on footpaths etc and difficulties for people passing as well other local problems.

PCSO Morris confirmed it is not an offence to park on footpaths but causing an obstruction to the public is an offence.

Chairman requested PCSO Morris compile a letter that the PC can attach to the newsletter to circulate to the village and remind people.  PCSO will forward this to the Clerk.  PCSO Morris would be happy to arrange a couple of random visits during busy events in the village to monitor and will visit venues prior to events to request co-operation in providing parking to avoid any problems. 

10.                    Questions and comments from the public.

Jain Whitewater thanked Cllrs Haworth & Hales for their persistence on the Wilcox and Allen charity issue. It was also requested that an article be put in the newsletter to attend and observe some parish council meetings.

An update was requested on the Oversley Castle development, the PC is not aware of any updates.

  1. SDC & WCC Cllrs reports: Cllr Sue Adams reported a 2% increase this year which

equates to £1713.55 on a Band D property in Wixford. Recycling: SDC now 7th in the Country.  Dog Warden posters given for noticeboard.  Community Forum meeting held in Bidford this evening.  Planning application for Roses Orchard for change of use has been turned down. Gypsy and Traveller site at Croft Lane is now a permanent site.  Cllr Adams has Chaired 2 contentious licensing reviews, Union Bar and Bamboodle. Governor of SW Foundation Trust, new hospital unit is near completion and will open in June.

Due to boundary changes this is the last time Cllr Brain will attend Wixford PC, he will continue to include Wixford in the road resurfacing plans.  PC thanked Cllr Brain for all of his help.

Community speedwatch guns were reported at Community Forum meeting earlier this evening – scheme needs 6 local people to allow a scheme to operate & training will then take place.  Alcester have guns available if Wixford is interested in implementing a scheme.  Request for volunteers to go in the next newsletter.

  1. Comments from the public:

Wilcox & Allen Trust  update was requested – Cllr Haworth reported this would be actioned this month.  No revised planning application has yet been received for the Three Horseshoes Caravan Park (Cllrs Morris & Haworth declared interest) – comments were raised regarding the lighting.  PC confirmed nothing official has yet been received for comment.

Resolved a true & accurate record,  Chairman signed the Minutes.

  1. Matters arising:

WCC Highways invoice for works / confirmation of plans:  PC resolved that they will not pay this invoice as they don’t believe the works have been carried out & no action to be taken by the Clerk at this time.  Agreed that the revised plans are now correct.

Cllr Haworth updated the PC on the village noticeboard – the replacement cost of a new one in keeping with the village is very expensive but PC agreed the existing one can be refurbished, Clerk to obtain some quotes – request the refurbishment be completed without taking it down & include new brass lettering to be put on it also. Cllr Haworth will liaise  with suppliers.

PCSO Rebecca Morris to be invited to attend May APM  to address questions re. parking issues.

Gateway sign: a 3rd one is to be installed, agreed to wait until 30mph sign be installed so it can be correctly located.  Clerk to ascertain whether there is any legal or other requirement as to where gateways are located in relation to speed / other signage & inform Highways that the PC are considering a sign at the Grafton Rd (Evesham Rd ) entrance to the Village, can it be included with the new signage being installed.

Resolved PC appoint Kenneth Dunne as this years Internal Auditor at a cost of £60.

3. SDC & WCC Cllrs reports: Cllr Brain –

4. Comments from the public: There is still an emergency box in the VH belonging to
the PC, resolved Cllrs Fryer and Hale will review and refresh the contents & bring replacement costs / new item costs to the PC for approval. Agenda to review every 2 years.

Wilcox and Allen Trust agreed to purchase gas bottles for the VH with the remaining funds, Cllrs Haworth and Hale to visit the bank and arrange to withdraw the remaining funds in the account then close it.

Plans for the projected 30mph limit are on Evesham Road as opposed to Grafton Road – PC agreed labelling was incorrect and the diagram is accurate. Clerk to confirm that WCC have referred to Grafton Road instead of Evesham Road for clarification.

Traffic Speed censor installed in village a few years ago was effective and queried whether this should be repeated. There is also a Community initiative where local residents are trained to use the speed gun and the Police will then write letters, the Clerk to make enquiries on participation.

Issues along Enniston Lane were reported however the area in question is not in Wixford parish.

Clerk to ascertain who local PCSO contact is and obtain comment regarding the Police view of parking on pavements & whether this is an offence.

5. Minutes of the Parish Council Meeting held 1st November 2016.
Resolved a true & accurate record, Chairman signed the Minutes.

6. Matters arising:
Village Noticeboard:- proposal at last meeting for repair of existing noticeboard or replace. Quotes have been received and resolved replacement at cost of approx £125.00. Cllr Howarth to arrange and pay for the noticeboard and submit invoice to PC for reimbursement.

WCC Highways Invoice:- Cllr Howarth has studied the invoice and accompanying plans, he confirmed that the works have mainly been completed but that the PC will liaise with Cllr Brain before approving to pay the invoice.

Culvert Cleaning / estimate of works:- resolved WCC will maintain the culvert and this will now be included in the regular ongoing maintenance schedule.

Village signs for humpback bridge:- Cllr Brain secured some funding for signage and these are now in place. The warning signs recommended were not adequate enough, Cllr Brain agreed and is taking this forward. PC agreed other improvements will also help.
